There isn't a law in place to jail the manager. If the owner ends up with a large fine, I would imagine the manager would be fired, that is, if the manager didn't comply with the law on his own, rather than being directed to do so from the owners.

 

As far as I know, he's sold off one parcel for approximately $30Million. The other parcels haven't sold.
