It got nukes out of the hands of Ukraine for territorial assurances. Which held until 2014. Compare this t the collapse of Yugoslavia or the collapse of the Russian empire and the immediate goal of not having a massive humanitarian crisis was achieved. Which also does something else. It kept the US in Europe and Russia down. Which meant peace.

Stalling Russia to build up Europes forces and hash out disagreements in the the EU. Make sure China doesn’t invade Taiwan. Other countries respect the borders of their neighbor. Not having a humanitarian crisis that would lead to WW4 because there already was one in Africa. Take your pick.
