    We may have to reinstitute the draft in order to meet our troop requirements, as we aren't getting nearly enough volunteers capable of passing even the reduced standards for enlistment.

    Passing the pretty lackluster fitness requirements for service is part of it. Getting enough volunteers in general period is the bigger problem. Military service isn't as desirable to this current generation of young folks as it was in years past.

    America pretty much does do that. Only the United States can (and does) routinely do things like send Carrier Strike Groups to other nations backyards and tell them what they can and can't do on the other side of the planet even though we have no actual jurisdiction to do stuff like that.

    Nations like Iran and China are always in the news talking about "their backyard" while America, for lack of better words, basically says yeah well your "backyard" is in our planet, no we aren't letting you do that.
