They then fell to last place, even below West Virginia, Alabama and Mississippi. Business owners paid less taxes and had to comply with less regulations, but there was no economic growth.

From a more abstract point of view, it may be that the more money is circulated, the more it is worth, the more value it gives to society. Taxes have the effect of causing money to be circulated whereas tax cuts tend to cause hording.
