Here's what I think happened in the 90's under Yeltsin.

With the help of the 'Harvard boys' in transitioning Russia from a communist state to a capitalist one, shares were given to the Russian people. Shares have no value when you are hungry, so they were bought up by Russians who were given money by bankers. They became super rich, and billions were sent outside the country.

All Putin asked of them when he was president, was to pay their taxes, which many like Khodorovsky refused to do, and also not to get involved in politics - which again he refused to do. When he went to sell Russia's largest oil company to Exxon Mobil, Putin put him in jail for tax evasion.

Many oligarchs and criminals ran out of Russia with their money, and ended up in London, Switzerland, Israel, etc. In London they are now panic stricken, so they are negotiating their return to Russia. Putin said; " I could give a damn about them coming back, but we want the money they stole."

You're right. For example, China refused to buy oil from the United States. China was the second exporter of oil. He was second only to Canada. Canada - 25%, China - 20%. Having a budget gap of hundreds of billions, losing 20% of the oil trade does not benefit the American economy. And this is just one example.
