The primary cost is labor for building. Location determines what it can be sold for not the cost to build it though local ordinances can play a role even in that. Raising the cost of energy raises the cost of everything. Ca. has the highest home costs in the US in no small part because it has the highest energy cost in the country.

Trouble is housing costs are so high that CA also has the largest homeless pop in the country.

I guess 'clean' can be relative, but as a whole, very few Americans have trouble accessing clean water, and the vast bulk of our supplied water that isn't 'clean' is a result of faulty or inadequate delivery systems and antiquated purification systems ...not pollution.

'Negative income tax' sounds pretty scammy, like another way to pay people to not work. How is that meaningfully different from a UBI?

Many of those with high medical costs choose to live an unhealthy lifestyle. I don't want to pay for your candy-induced diabetes any more than you want to pay for my smoking induced emphysema. I also don't want to try to stop people from eating candy or smoking tobacco.
