    Not in the US. Nuclear devices aren't protected by the 2nd Amendment. See Caetano, Miller and Heller.

    If Congress can take away rights merely by voting, those aren't rights. They're privileges.

    Under the 2a as conceived of? Sure. No worries. Especially when you consider the marque and reprisal clause and its particular language showing that one needs PERMISSION to attack enemy shipping, not permission to ARM but permission to STRIKE. Showing you already had the right to ships of war etc. This is the same form of argument used by Roe v Wade and Planned Parenthood v Casey (the penumbras). Invalidate one and invalidate the other.

    You're not fully pro 2 a. You think the 2a only applies to tech that existed when it was written. You're not 2a at all.

    No, they could not, not legally. There are direct limits on what is under congress' purview.

    They could certainly try... and I'm sure they'd have the full support of the ADA if they did. But they'd have a really hard time convincing the lynch mob at the ballot box on election day that it was a good idea.

    The constitution has already been amended, and can be further amended at any time. All it takes is the proper majority vote.
