What is the purpose of unsolicited ballots being distributed?

I thought all states did absentee ballots. I would be fine with that. When you mail out un requested ballots, that leaves thousands "out there" for fun and games. Do you grasp the difference? No I'm not o.k. with the latter. I go to my poll on election day. That is the responsibility I take.
In fact, if you do an absentee ballot, like many of my friends that just vacated Kalifornia, do the responsible thing and deliver it to a provided delivery spot. They do. Don't trust the mail!

 

Yes, but you knew that there are some states which do ONLY mail voting, right?
