    Only because they adopted single-payer decades ago, when it was actually affordable, and have controlled the rate of increase ever since.

    That should have been a feature, rather than a bug. All of Vermont's 65 and older population, and their onerous healthcare costs, would have been excluded from the state plan.

    Wouldn't it make more sense for people to pay the routine dr. visits and have the plan cover only major medical like surgeries?

    It's the routine visits people won't bother with if money is tight. That vague flu-like symptom can wait, then they discover later it's lymphoma.

    Who's fault is that?
    If folks don't have to pay for major medical, they could afford dr. visits. That's what makes plans so high. You have to pay something yourself to keep costs down.
