Right. Does the list of staffers include housekeeping, secretaries, assistants, which are positions more often held by women, but are lower paying. Anyone that ever took statistics in college know how that can affect overall numbers.

You need more information that you're not providing though, such as number of positions increased or decreased with the new administration, like has already been mentioned, secret service. You're trying to compare two administrations which only works if they are exactly the same in number of employees and male to female ratio.
