And a key note about the Impoundment Control Act: While those in the know testified about their concern on violating the act, none of them actually said that the act was violated which means we can infer they legally found themselves in the clear of the act.

To sum it all up: Like Jim Jordan said(R-Ohio), four things haven't changed and will never change: 1) The two participants in the call(Trump/Zelensky) agree there was no pressure. 2) The transcript doesn't identify anything criminal and the DOJ backed that up in immediately slamming the ICIC and saying it won't be involved.

3)Ukraine's corruption is well known and 4) The aid is being sent on the regular to the Ukrainians.

It would give him the perfect venue to come before Congress and say something like, "Before I was going to be a party to shoveling hundreds of millions of dollars MORE into Ukraine, I wanted to be certain that it wasn't going down corrupt black-holes, which Ukraine has been known for since the fall of the Soviet Union! Right away, we found that the MOUNT EVEREST of corruption involving the United States appeared to be Joe Biden! Was I supposed to back away, scared to look any further just because Joe is running for president?!"

And then follow that up with a blow-for-blow description of exactly how the investigation was starting to be conducted, who the participants actually were, who BENEFITED from the corruption, and, why it seems that the U. S. must always be sending ENDLESS millions upon millions of dollars to this notoriously corrupt country ruled by Ukrainian oligarchs, with a CONSTANT 'need' for American money! There isn't enough money in the United States to give those Ukrainian oligarchs in Kiev all that they would like to have, and, would be more than willing to TAKE more of....
