Foxx is the elected State's Attorney for Cook County, IL. Each county has a SA office, and that office acts as the prosecutor for charged crimes within that jurisdiction. Each county SA reports to the State Attorney General. They prosecute under state statutes. It's essentially the same as the "District Attorney" that's portrayed on tv.

It has everything to do with wealth and nothing to do with skin color. White defendants will average a higher wealth and can often afford experienced private practice attorneys whereas blacks generally being poorer rely on the overworked and the often less skilled but competent Public Defenders Office. It's just a fact of the legal system.
