Huh? Pass without funding is what every politician has done. If you have an immediate problem, waiting for funding isn't ideal. We don't live in a cash society where we only spend after we have saved enough. No corporation does that and neither does the US government. Unfunded renewables are only unfunded because funds are allocated to subsidizing other forms of energy. And 93 trillion?
