Congress alone has the power to declare war. Congress alone has the power of the purse to fund military adventures ordered by the President. By virtue of the War Powers Resolution, Congress controls any military operation ordered by the President. To fulfill these duties selected members of Congress receive the most sensitive intelligence produced by our agencies. The Mueller Report doesn't even come close to that sensitivity.
