Existing functions that were previously with other Departments or independent agencies were moved to DHS. For example the INS under DOJ was split into CIS and ICE under DHS, the Secret Service was moved from Treasury to DHS, TSA was moved from DOT to DHS, Customs Service was moved from Treasury to DHS (as CBP) and so forth I believe FEMA was independent before being moved under DHS. The disease research center Plum Island was moved from Agriculture to DHS. There were some small increases in functionality, such as the DHS Science and Technology Directorate created to address terrorism threats. Again, this represents a reorganization. Having worked for DOJ, Treasury, and DHS, I can tell you that functions moved to DHS worked a lot better under DHS than they did under previous Departments.

The three targeted Dems are Jerrold Nadler, Eliot Engel, and Carolyn Maloney. Each has been in Congress for roughly 30 years. Nadler heads the Judiciary Committee; Engel the Foreign Affairs Committee. Do the these three veterans face serious challenges? The Times seems to think so.
