They're two different places. Chicago never instituted aggressive Stop and Frisk procedures, like NYC did, which is why the violence and crime levels have remained at insane levels in Chicago.

Police respond to 250 million 911 calls per year. The number resulting in the Police killing someone questionably is one ten thousandth of one percent. And the majority of those killed are white.

This isn't about Trump, this is about right now, BLM is turning this country upside down because they claim black lives matter, yet nothing is said about the mass numbers of those murdered in black cities. 1. Slavery was, and in some cases still is, always been a part of mankind's history. Portugal was the first nation to buy slaves out of Africa. Spain brought slaves to the New World Islands in 1502. The 1st slave ship to America was in 1619. They were not considered slaves but were indentured servants and many were whites.

2. It was not until 1655 that slavery became legal and that the first legally sanctioned slave owner was a Negro Anthony Johnson, who also was a former indentured servant. The first slave's name was John Casor. (I have never seen or heard of a monument to him)

3. It was not until 1670 that whites, blacks and Indians could own slaves. So slavery was not systemic racism.

4. In 1830 there were 3775 free black people who owned 12,700 slaves. Not systematic racism.

5. In 1838 -39 when the Creek, Choctaw and Chickasaw Indians moved west they brought along about 3500 black slaves. Not systematic racism.

6. 1861 -1865 - Civil war over the slavery issue. Approximately 750,000 deaths. Both pro and anti slavery. Not systematic racism.

7. In 1865 black and white abolitionist worked to pass the 13th amendment to abolish slavery. Not systematic racism.

Not that racism doesn't exist but all through our history, men with moral standards, have fought and died to overturn unjust laws. It is one of the great parts of our Constitution that we are a Republic, which means that the rights of the minorities have a right to re-dress. Not violently but through the courts, voting booth and legislatures. We have had a system that has had aspects of racism but is not inherently systematic racism. Otherwise no laws would be created to right wrongs of the past.
Systematic racist government's do not pass laws like fair housing, busing for integration, voting rights, redistricting for minority participation, safety net programs, etc.
