Yes there was - to protect the church, as well as to widen the perimeter around the White House for safety reasons. The protestors were given an order to move on and they refused, making them now non-peaceful but non-violent. Then some violent human waste targeted the park police. Then the park police acted accordingly. So I'm really not sure what the problem was. If a bunch of armed right wingers protested in the same location during Obama's presidency, do you seriously think that there wouldn't have been a perimeter set up?
