Okay, after reading more. The northern half of the state is open. It's sparsely populated so nothing remarkable. The problem I see is grouping Sacramento with several northern counties that have small populations. This doesn't give an accurate picture, IMO. Your rant is rejected, but serious discussion can be had here.

The point is this: Everyone was like "Capitalists are super evil, forcing businesses to open up and risk infection JUST TO HELP TRUMP". The entire state isn't open. The only large urban area that's open is Sacramento, and as I said, it's being grouped with many sparsely populated counties that could effect the numbers.
