    Well, let's see. Raising the age limit to 21 didn't work. It's looking like he didn't use a semi-automatic rifle, he might have, but I doubt it since the media keeps saying "high powered rifle". That's anti-gunner speak for a bolt action rifle. I might be wrong, though. He had an FOID, so your license idea didn't work. Nothing you propose would have applied to this egghead.

    I guess we could go after rappers who make songs advocating violence. That would get shot down because too many black dudes would get fingered.
