    No, it didn't. Even your own source says it reached a high of 10.0% in one quarter of 2009 ... which was two and a half years ago. Your post said that the rate has "only recently dropped from over 10%". It never got over 10% and I'm not sure that I'd consider two and a half years ago as "recently". Of course "recently" isn't really a precise term so you may think differently.

    I'm certainly not going to argue against the notion that things got pretty bad. They got pretty bad almost everywhere and remain to be not so great in a lot of places. That said, I don't think that people should exaggerate or misrepresent the facts.

    Problem is, americans never read/listen/absorb.

    They are lost in their manifest destiny nonsense. Like watching a car crash with a drunk driver, no amount of helpful signals will stop it. But the spectators look on waiting for the flames.

    And when those countries who are offended by America having an opinion on their politics similarly refuse U.S. aid, they may have more reason to resent our opinions. Until then simple truth exists that we are invested in their countries and they are not invested in ours.
