Something like that. I'm just talking about getting the world powers to begin the methodical destruction of every bit of infrastructure in ISIL held areas, including food and water supplies, until they say 'uncle' or die. Innocents will die. You can't make an omelet without breaking some eggs.
I understand, and I agree, Russia already has begun. What I am saying, is, this kind of events will continue happening as the people have no control at all, over what is going on. That is why I suggest starting from believing in creating a movement.
I'll join the movement. For the time being, I'd take it a step farther and tell Russia "hey, we'll help you get rid of ISIS any way you want, and they day you want us to leave, we're gone."
As soon as they convince Americans to start blowing themselves up in malls. Or walking into supermarkets and shooting up the place. Are we that far away? We have plenty of easily influenced young idiots over here.
Even if it happens occasionally it's an extremely small threat. You're still far more likely to be killed by a white right-wing religious nut. But even that is rare. The point I'm making is why spend trillions to mitigate what is a very small risk for the average American? Spend the money and focus attention on higher risks - road safety and disease prevention. Bigger bang for the buck.
