What spin? Do you know that right now, due to international standards in telephone numbers, you can call someone in rural Botswana? This does the exact same thing for IP addresses. How is making the Internet more accessible a bad thing?

This is being done for the same reason the world moved to an internationally recognized standard for phone numbers back in the 70's: to increase access and make commerce easier.
