But I did, not necessarily by naming Bush, but by indicating that from 2003-2014 Khalimov took counter terrorism courses in the U.S. and in Tajikistan. Surely after Obama was elected president something must have occurred to make Khalimov change his loyalties to ISIS/ISIL....

But he didn't join ISIS while he was being trained by US. His radicalization came later.
