Not here in the US, I have ever heard of. No one should be forced by law to spend however much $ some air handler would cost to contain a cooking smell in some home kitchen.

    fake news

Постановление не запрещает курить на балконе, но необходимо помнить об ответственности перед законом, осторожности, своей безопасности и безопасности окружающих.
The decision does not ban smoking on the balcony, but it is necessary to remember responsibility before the law, caution, your safety and the safety of others.

Clearly there has to be some proportionality here. Every time you exhale you pollute, that doesn't mean we should all have to wear scuba gear constantly.

Personally I've solved the problem by not living in the Hell on Earth that are apartments. Get a real house and you can smoke it up all day long.

In any event, this law will almost certainly push smokers indoors and thereby be of little effect.

fake news, as pointed above, no ban in place.

better than elsewhere because these have thick walls and centralised heating system.
that is another fake story, for in fact the main cause of fire is arson.
a obvious Soviet bashing for another time around, lies as always.

I remember when a Casino in Las Vegas banned smoking. Then the Rodeo came to town. The place was a morgue.
    That ended in a hurry.

    Homeostatic Shift
Your homeostatic norm can be shifted. Sometimes this can occur due to brain damage but most often occurs because a person begins taking drugs. Homeostatic shift is when your body begins to crave substances it does not originally need but over time has come to depend on them. For example, certain drugs cause the brain to release large amounts of brain chemicals. Over time, the brain only releases these chemicals when the drug is present, and in smaller and smaller amounts. At one time, the drug made them high, but after several dozen uses, they need the drug to feel normal.

This means their homeostatic norm has shifted. The drug becomes another need, like food or water. Without the drug, they are in agony because the drug has artificially changed the structure of the brain so the need for the drug is stronger than the need for food, water, or sex. Anyone's body can go a day or two without food and they will be unhappy; similarly, the changes made in the brain of a drug user make quitting extremely painful.

Socialism and totalitarianism seems to be alive in Russia today.

Or as the leftist says ...As California goes, so goes Russia.

No surprise.....Lotsa these apartments are poorly built/designed "kruschevkas" that aren't built to code(2 rooms). They're all firetrap waiting to happen basically.
Many vatniks are chronic smokers and fling their butts who knows where and start fires and end up cooking themselves.

It's absolutely great news, and the rest of Europe/World should follow, i could NEVER enjoy the balcony because of smoking neighbors, it shouldn't be allowed for other people to ruin people's lives with filthy smoke.

I don't care at all if people smoke outdoors in their own areas. This is just intrusive government.

Can a guy grill on his deck? Can a car drive by spewing worse pollutants than a cigarette?
I quit in '86 and my youngest son has asthma. But outside is outside, 25 feet from the entrance to me is fine.

Maybe they could have designated apartment blocks for smokers.

When I was younger people were smoking everywhere, even in grocery stores. It was accepted. Today with political correctness people are offended by nearly everything. The smoking ban started with
dividing restaurants into smoking and non-smoking. Then it went to an all out ban on all public buildings. When I smoke, I try to be respectful for the people around me. I still get nasty looks, but I say
screw you, it's outside, you will not die. People who are offended by everything in today's world must be very unhappy with their lives.
