    Russian apartments for the most part are poorly designed for the most part
    I remember reading a while back that the number one cause of fires in Moscow was faulty TV, these TV's made in Soviet controlled factories

    so this doesn't surprise me

    Why do I and many more people have to close the windows just because you (1 person) want to smoke? In Bangkok, one cannot smoke in condominium buildings. Russia and Thailand are going forward. When will Europe and the rest of the world?

    The Russian govt is citing fire hazard as the reason for the ban, not air quality concerns. These high rises are apparently prone to fires.

    I dunno how insurance, liability and fire protection works in Russia. They may have a nationalized system that necessitates this sort of control.

    In the US, this is a private concern. The property owner carries their own insurance that is typically calculated factoring in the quality of fire prevention and local emergency response, and they may restrict smoking or not as they see fit, or as cost-benefit/profit-loss indicates.

    It likely works different in Russia. For one, I'd imagine many of these buildings were constructed by the soviet state, and not well fire-proofed.

    The ban mainly focusses on candles and grills. It was clarified to include smoking later.

    Quite frankly, it sounds largely unenforcible.

    Not good news for anyone .. non smokers included. That some individuals consider Gov't violation essential liberty a good thing - regardless of whether or not they agree with that activity - is a sign of a warped mind - bent by utilitarian propaganda.

    Why can't someone open up an apartment complex that caters to smokers ? Do you drive a car ? - why should I have to put up with the smell and pollution ? Control freaks who want to force their nonsense on others and have no respect for essential liberty it is.

    Bingo! Please, don't smoke around other people. Thank you. It smells horrible. Have you ever been to Bangkok? Do you really know how the car pollution smell like? You are probably from USA, where the air is wonderful. I don't think you know how the pollution smells like.

    Smoking on one's balcony "outside" is not smoking around others. There is limit to what one can legitimately claim as harm .. and you have found it.

    There are all kinds of things that people do that irritate others - your thought patterns and hate for individual liberty for example - I find this very irritating - this however does not justify giving the state the power to use physical violence to stop some action that might irritate others in some way.

    First ban cars - good luck with that - due to irritation over pollution and then come talk to me.

    Rediculous! This is why I quit..not for health reasons but because it's a pain in the azz to smoke in peace anymore. If they really gave a crap they would ban tobacco period

    It's actually is. Have you ever lived in condominium type building? If so, you would know how the smell of cigarettes can invade your unit.

    Yes I have ... and you are talking nonsense. I have no problem with apartment block owners making their buildings non smoking - folks that are extremely sensitive ( as some folks are to pollen) should live there.

    Making laws to force everyone not to do something - to satisfy your personal angst - exemplifies the mentality of someone who has no respect for individual liberty.

    These folks are all hypocrites as they wail and moan if the Gov't takes away some liberty that they are in favor of.... this is classic hypocrisy.

    Similar to Australia's ban of no smoking within 5 metres of an entrance... the state laws vary, for NSW I think it's 4 metres. Smoking on a balcony would be very intrusive for someone who does not smoke and live above or next door to a chain smoker.
    It saves lives and cut expensive medical bills since it lowers inhalation of second hand smoke significantly

    I firmly support these laws as I believe my right to breathe fresh air supersede someone else's right to pollute it

    You have an argument there. In the future I believe the State will in force some kind of a vacuum for the smoke so that it won't bother the neighborhood.

    You know that Australian woman has a point. A muslim person for example, wouldn't want to have the smell of the pork in his backyard every day. And, I'm pretty sure by law restaurants have to contain their smell of cooking, no?
