We were giving one million vaccines per day when Biden promised to do one million a day for his first 100 days. Pretty easy to "keep a promise" when your predecessor already filled that promise before you showed up. Low-bar Biden has always been one to lie and plagiarize others' work as his own. My feeling is that Pfizer and Moderna were supposed to mass produce before FDA approval. However, in reality, they were hedging their bets and they produced a much lower number of doses than expected, while waiting for FDA approval. This would have cut their losses if FDA hadn't given approval. Remember we were supposed to vaccinate 50 million before the end of 2020. That clearly didn't happen, and it wasn't because of the lack of infrastructure. The lack of doses was the problem, and continues to be today.

As to the bolded quote, which is the one you are referring to, my guess is Biden was talking about the time when he was elected, Nov. 4th, at which time we didn't have the vaccine. Poorly worded? Yes. But the hint is that he referred to the time when he and Cooper last talked, which I guess was in September. In any case, when you read the whole town hall transcript, it is clear that Biden isn't trying to pretend that the vaccine didn't exist on Jan 21st. So, spin away, if you must, but it is a petty point.
I guess it should not be surprising that the MSM is not covering it. I heard him say it twice. Once on Fox and once on CNN. His words as best I can remember it were "There was no vaccine prior to me taking office".
