Actually, this duck "boat" thing didn't start until the 1990's. I have never understood it. Ducks are not especially seaworthy in any except the smallest chop or flat calm. They were designed to move troops from transport to shore quickly. Seaworthiness and operating costs were not significant factors in their creation. I would imagine their mechanical reliability is dubious and operating costs are staggeringly high. They are heavy, high, and their technology is seventy years old. And, like pontoon boats, they are not the place you want to be in any even halfway serious weather. I don't care about banning them. But I would never get on one. Just as I would never get on a pontoon boat in any but the calmest weather.
That's false. Wisconsin Dells, Wisc - big playground for Chicago, had "Ride the Ducks" starting back in the late 1960s. There are likely millions of pontoon boats. The great danger of those is someone falling off the front. If so, there is no avoiding getting chopped up by the propeller. What happened was not due to flaws in the "Duck" design. It was outright stupidity by the operator in going out in bad weather. They are not suited for anything but calm water. Also, the military never put covers over them, which turns it into a death trap if it sinks.
Compare this with othet tourist attractions even ones inherently dangerous, not something dissimilar. And point being, this isnt supposed something daring, nor should they be prone to such types of accidents nor should an accident occur the passengers should not be trapped beaneath a capped sized roof. Now compared to automobiles, cars are far safer when an accident occurs. 11 people should not die when something goes wrong.

Based on the timeline posted by the NTSB I'd say it was negligence because the boat entered the water at 6:55p which is more than 20 minutes after the severe thunderstorm warning was issued and just a couple of minutes prior to the time of expected onset of severe winds.
