It's not socio-economic. West Virginia is one of the poorest states in the country and it has one of the lowest crime rates. Poor whites, poor Asians, and even poor Hispanics commit far less crime than poor blacks.

Well, it's a common theme in the black community. There's a racial site I frequent named New Nation News Forum that documents black crime and assigns all cases to different sections of the forum. There is a section for crimes against the elderly and children and it's full of stories of blacks raping or sexually assaulting old people.
