Lot's of little earthquakes are generally good as they release energy a little bit at a time...associated with volcanoes however it can be very ominous, but as link points out predicting volcanic eruptions is still very difficult...
The kicker for these predictions is if the volcano itself is deforming in any way - Usually an excellent indicator some thing is up
