I don't mean poorly made, there are plenty of those. This one just aged like milk. It is Hanzo the Razor: Sword of Justice the first of a trilogy made in 1972 that can be seen on MAX. The soundtrack could have been done by Barry White. Hanzo Itami is an incorruptible Edo officer some time in the 1800s (?), with an enormous penis, who learns that an infamous killer has fled from his island prison. He begins by yelling at his fellow officers that his ethical standards are higher than theirs. It leaves PC land from there. He has his minions torture him until he reaches the point of ecstasy, so he will know when to stop torturing a suspect before they reach it and it is no longer effective. He hammers his penis with a bat, apparently to toughen it up. He rapes two women as a form of interrogation and they both end up wanting more and more. There is little else besides the usual slicing and dicing. Yeah, I'll watch the other two. I would like to hear if you have a more cringable nominee. Here's the soundtrack......
