Often an elected head of government is responsible for completing
diplomatic tasks in forming agreements with other countries.

'Diplomacy is the art, the science, and the means by which nations,
groups, or individuals conduct their affairs, in ways to safeguard their
interests and promote their political, economic, cultural or scientific
    relations, while maintaining peaceful relationships.'

I note that diplomacy involves telling the truth and acting in good faith
with other heads of state and is totally different from US politics where
lying or at being very misleading is commonplace.

Using present day examples I would suggest while Joe Biden is
somewhat successful as a politician, he has no skills in diplomacy.
