If Kelley had lived in Canada, purshase this type of semi-auto rifle would have been virtually impossible. Mags are limited to 5 bullets and you have to wait for months - after a complete police investigation - before you get the license to get one. But hey, Canada is probably a dictatorship full of people who do not know what TRUE freedom is.
Generally I'm against the "sue the bastards" mentality but in this instance I may feel differently. The air force really dropped the ball on this and 28 people died that shouldn't have due to extreme negligence.

He legally purchased this gun because procedure wasn't followed by the air force. He should have never been able to buy any weapon.
