Population doesn't matter, voter participation rate does.

In order for population to matter more than VPR you would need one hell of a lot more people.

Take Hispanics for example, 16% of them vote in American politics on average while 64% of whites vote.

Even when they do take the population lead over whites they still have to make up that VPR which will take even longer.

They would essentially have to quadruple the white population.

I actually -do- have a reading comprehension problem in that mine can't be measured, the tests all cap out at 99%, and that has caused significant difficulty in my life in several respects.
