At this point in his life Trump is probably more controlled by his handlers than by his own thoughts and free will. During TARP the US Treasury managed it. How else but the US Treasury is supposed to do this, where in the Constitution of the law do you find someone else is supposed to manage the funds of the United States Government.

This is nothing like TARP. TARP had rules and regulations around The Who AND the what would qualify it. This one basically give Mnuchin and Trump free reign with the money and they can give it to whomever with no qualifications.

The government is not giving $500B to anyone and it is to be used to keep liquidity in the economy so it doesn't collapse. No one is better able to judge what needs to be done to keep a business liquid than the business itself, certainly not some idiot member of Congress who has never run a business.
