I actually agree with this but curious to how others feel. Granted, I really wonder what is truly initiating this discussion and move by both parties. However, anything that helps us stop senseless wars I'm all game for. Is it maybe even the left have zero confidence in this man?
I don't disagree with this. The Middle East tends to get used as a military dick waving region for U.S. presidents to show they aren't "soft". Requiring Congress to authorize the use of force over there may help stabilize things. And lets face it, that's about all we can do unless we're planning on invading Iran.
I don't believe we need to be in anybody else's countries especially telling them what to do. Admittedly, I'm against war in general. Anything that puts a "pause button" on it is a plan I can get behind.

After years of the previous prez countermanding advice from the military because he felt he was the smartest guy in the room I suppose I can understand why you might think Biden is making unilateral decisions. I don't think it's a bad idea to bring Congress in to the decision making process since they theoretically have that power anyway. Just don't pretend this has something to do with faith in Biden's decision making capabilities because these are not decisions he makes alone.
The power is there for Congress to use. I agree completely with this: Congress has largely abdicated its constitutional authority to declare war, and presidents from both parties have used outdated authorizations to legally justify U.S. military action — including, and perhaps most notably, the 2001 authorization for the use of military force against al Qaeda and the Taliban, which was approved in the aftermath of the Sept. 11 attacks. The Kaine-Young bill, though, only deals with the 1991 and 2002 measures, which are entirely focused on Iraq. Congress has abdicated many responsibilities. Hopefully they can achieve "unity" on their constitutional war powers.

I'm not sure it means anything, more of a symbolic action perhaps? The Constitution give congress the power to declare war and the president the power to persecute it. Now we as a nation, congress itself hasn't declared war since 1941. 8 Dec 1941 on Japan, 11 Dec 1941 against Germany and Italy and against Bulgaria, Hungary and Romania on 4 Jun, 1942. It seems declaring war is obsolete. Now we have had numerous of resolutions, resolutions that were opinions of congress. But no declarations. In fact we participated in two wars without resolutions, Korea under Truman, Libya under Obama. As for these one of a kind retaliatory strikes, as CINC it has long been accepted that the president has the power to initiate these. Personally, I don't think it makes a difference.

Or it may be that it makes sense to them to respond to a nuclear attack with a committee decision. Perhaps sometime in the future we will get a president that is truly up to the job. My fingers are crossed.
It's an interesting thing, the Executive Branch has been granted far too much power by Congress, and, the Executive Branch has become so powerful that the President cannot control it. Trump was illegally spied on by the Executive Branch, not just while a candidate and in transition, but as President of the United States. And the goal of the illegal spying was to drive him from office. Trump repeatedly demanded that we withdraw all US troops from Syria, and the Executive Branch deliberately misled him on how many troops were in Syria, specifically to circumvent his command to withdraw. Trump repeatedly ordered the Executive Branch to declassify everything related to the illegal spying in the Russian Collusion Hoax, and the Executive Branch refused his order. These powerful rogue elements of the Executive Branch need to be brought back under the control of our Elected Servants we have chosen to represent us in the administration of Federal Power. The President has inherent power and it has delegated power from Congress. Clearly, Trump was not able to get the Executive Branch under control without the help of Congress. Congress has the power to cut off funding to these rogue factions and Congress has the impeachment power to subject them to investigation, compel evidence production, and get to the bottom of these abuses of power. Chuck Schumer, who is one of the more powerful Senators, laughed at the fear of our executive spy agencies exercise over everyone else in DC. Our job is make our elected representatives fear us more, and we do that by throwing out the folks that serve the Kingdom of DC rather than the folks at home they are supposed to be representing. The other possibility is that Congress is deliberately using these Federal Agencies to circumvent the power of the elected President. That cannot be too quickly dismissed given the Sitting US Senators standing outside the Supreme Court threatening Justices by name if they did not rule the way the senator desired. And, SCOTUS seems to be pretty fearful of crossing them, given the threats from members of Congress to stack the supreme Court. If Congress is willing to illegitimately encroach on the power of Congress, why not the President? Our Framers and Founders warned us that the price of Liberty and Freedom is Eternal Vigilance. For now, I think our focus is best centered on Congress. I think it's there that we have the low hanging fruit.
