Up front- we have unnamed whistleblowers. Could easily be folks making things up for attention (as is too often the case).

But, as the story goes- the CIA is able to track landed and/or downed UFOs (UAPs?). They do so, engage special military retrieval units to obtain the technology, and then forward it all to private entities so as to keep it out of govt records.

This is precisely what I would expect the govt (or, corrupt elements within the govt, like the CIA) to do, for multiple reasons.

First off, the reason claimed- to keep it off the books. Assuming theres any legitimacy to the claims of the recent (and far more credible) whistleblowing in congress this year about govt UAP programs, it makes a lot of sense that anyone wanting to keep this stuff more secret would thus be looking for alternative methods of 'storage.'

Second, the CIA has long been one of the pre-eminent black market players. Its not exactly a secret that the CIA sells drugs, weapons, technology, murder for hire and probably sex slaves in order to fund its more illicit activities that would never make it through congressional approval. This is where the money is at, and clandestine unapproved black ops require lots of black money. And what could be more valuable than crashed (or even captured intact!) extraterrestrial spacecraft and/or extraterrestrials themselves?

Third- one would expect that our govt would be interested in nothing more than getting its own hands on alien technology to get ahead of competitors. I think its very likely that it has been doing that (or trying to do that) for many decades. But some other whistleblower accounts over the years suggest that progress in reverse engineering has generally been dissapointing for one primary reason- decompartmentalization. For those unfamiliar, thats when different groups (or even individuals) are restricted from communicating or collaberating with eachother on a secret project in order to maintain the projects secrecy. And of course, the only thing worse than not figuring out how the alien spaceship works, is someone else finding out that you have one. In the case of UAP research, where basically the entire thing is unknown, decompartmentalization is lethal to progress. When the physics experts cant talk to the materials experts or the electronic engineering experts or the aeronautical experts or the propulsion experts for fear they might together learn too many beans to spill to the media (or an enemy), one can see how trying to figure out completely alien technology could become a logistical quagmire and a bureaucratic nightmare. Official projects have been abandoned in the past for far less.

So I think this theory has merit. Our govt (or corrupt elements within our govt [no I don't think the entire thing is evil...]) does get alien spacecraft, it can't do much with them, and would rather sell them to billionaires for something it can use- money and favors.

Report: CIA Routinely Obtains UFO Wreckage & Intact Vehicles, Transfers Ownership To Private Parties (infowars.com)

This of course ties in to the whole 'breakaway civilization' thing, which if ur not aware, is basically the uber-rich hijacking the brightest minds and most advanced inventions and hiding them away in their own private laboratories to keep 'disruptive technologies' from imbalancing their power monopoly over we the unwashed masses. Its a bit more complicated than that, but prolly suitable for another thread.

I know that many people think that we have secret technology from crashed UFOs, but I think that is just what the CIA or whoever wants us to think. When, in fact, I think that they are struggling to figure it out. We've learned more about the secrets of the universe from recent satellites like the James Webb space telescope than from downed UFOs.

I could be wrong. The heads of the CIA or whoever might be living a very comfortable life, and they just don't want to share it with the rest of us because life is currently comfortable enough. ;)

Just to be clear, I mean that the CIA seems to be struggling to understand the UFOs.
