Let’s take it a step back. Israel has never occupied Judea and Samaria. They were never Palestinians. When Jordan withdrew from Judea and Samaria, they gave them to Palestinians but they could just as well give it to the russkies; the land was not theirs to give to begin with. So, Israel stepped in out of necessity, and been administering Judea and Samaria since then, pending final negotiations with Palestinians.
