on top of that, the entire "collective rights' Argument ignores reality. A militia is not a standing army nor is it made up of full time professional soldiers. Other than owning arms, there is no other way to actually muster a militia

So you do accept federal gun control.

well I obey federal laws. They are unconstitutional in terms of what both the bill of rights and the case law actually says but until they are struck down I won't violate them. I also would like to see politicians who pass laws they know are unconstitutional to be charged with "high crimes"

The federal government has a number of power which might allow it to create laws that govern an individuals exercise of his right to keep and bear arms.
Whatever powers these may be, they are all, by intent and necessity, limited by the 2nd Amendment.
We, as citizens, have a duty to oppose any and every law which exceeds that limit.

Why is the gun-related homicide rate of the "rest of the western developed nations" lower than that of the US?

...requires 38 states to ratify it.
The 13 states most likely to vote no contain about 11% of the US population, and thus can stop the ratification with, maybe 10,000,000 votes.

Your proposal has zero chance of success and thus not worthy of consideration.

Stop wasting our time and propose something which effectively address the issue, has a reasonable chance of seeing the light of day, and does not violate the constitution.
