House bill would require gun owners to have liability insurance

    Sure. You can go get another gun as soon as you get out of jail.

    Maybe. But if it's more than once, perhaps they've just committed a serious felony and are headed to jail for more than a slap on the wrist.

    Maybe, maybe not.

    So what? It's still an awful lot of injuries to third parties that could affect them for the rest of their lives. Or maybe you just like shelling out more tax dollars to pay for the actions of careless people. I don't.

    That is dependent upon just how congested the court systems are. Plea bargains are the primary method of achieving a conviction, often through a reduced charge for the sake of expediency. Very few cases will ever go to trial.

    Ask your insurance provider if your liability policy covers actions that would be deemed criminal. Then come back with their answer.

    In other words, you do not have a breakdown of how many people wound up accidentally shooting themselves, as opposed to being accidentally shot by someone else. Such statistics are needed for this discussion to be accurate.

    As opposed to shelling out more money for higher insurance premiums, which are raised anytime someone else with insurance does something stupid?

    Which in no way supports your statement that the constitution doesn't apply in border states.
    Again, doesn't support your claim.
