That doesn’t prove that the Impeachment process is designed to stop Trump’s running for President. In fact almost everyone at this point believes that the Senate will not remove him from office no matter how solid the evidence. And Republicans used to welcome the impeachment process claiming it would only strengthen Trump’s support among his base.

Firtash, thanks to his friend pro-Russian President Yanukovych, was getting a percentage of the value of all Russian natural gas passing through Ukraine to Western Europe. Western Europeans didn't like paying his fees, which were probably subdivided to himself and Ukrainian/Russian kick-backs. The IMF withheld a $1.7 billion loan to Ukraine, citing corruption, and pending the "clean-up" of the corruption. The "evidence" Rudy has regarding Biden is primarily from the pro-Russian people of Ukraine. The desposition, Shokin (the dismissed prosecutor) made wherein he accused Biden and his son of corruption, was made to an Austrian Court. Firtash is under arrest in Austria and the U.S. has requested he be extradited to face charges of the Foreign Corrupt Practices Act, involving his activities in the bidding process (bribery) for Indian titanium to Boeing Aircraft (headquartered now in Chicago). Shokin's deposition was in support of his friend Firtash's fight against extradition. He's currently out on a $120 million bail...the largest in Austrian history.

Nor is there a law preventing him if he feels there is wrongdoing. There was a two year investigation on the President based on much less evidence than that against Joe and Hunter Biden.
