1% IS rare. It is true that a woman who doesn't know she is pregnant until later might not have bonded with her fetus, in that case, she might ask for an abortion in 2nd trimester.
It is also true that many women might ask for a late term abortion regardless of whether or not you think they should have bonded with their children in utero or not!
Laws already are in place criminalizing late-term abortions, i.e. after viability. What more do you want? Late-term abortions must be, by law, medically necessary. In Canada no such laws exist, and yet the abortion rate is about the same.
