What I take away from that article is: Australia raised red flags over their France deal but the parties involved still kept negotiations secret from France, and in the case of the US, completely cut off France from all engagement in this process, making this a huge surprise to France and done in as publicly humiliating a way as possible.

Mexican president blamed Biden for the border crisis.

Canada was upset over the Keystone pipeline getting shut down.

China was upset after failed negotiations with Biden's staff.

Russia was upset for the insults Biden gave Putin.

Germany was upset over the Afghan pullout with Merkel even being unhappy.

Biden said no to talking to NK.

France is upset with America over the sub deal.

There is other countries.

Biden has one of the worst track records for foreign policy and his first year is not even over yet.
