    Bush/Cheney/Powell were effectively given the legal authority to do all that by Congress.
    Some argue that they violated international law, but the USSR did that when it joined Nazi Germany in the aggressive invasion of Poland in 1939, and the USSR was expelled from the League of Nations.
    I am not aware of any action taken against the leaders who led the US into war in Iraq.
