By international law you seek asylum in the country into which you first enter. These Haitians had and were grant asylum in Chili and Mexico, you don't to just pick the United States. They are here illegally there is no port of entry there or out in the middle of nowhere on the Rio Grande.

They didn't just leave Haiti. They have been living in Mexico and Chili and Brazil, in their asylum. They don't get to now go "OH I want to move my asylum to the United States". Under international law a person fleeing a country seeking asylum does so in the first country whose border they cross. They don't get to choose any country in the world to go to and that country has to take them in.
