I went to Wikipedia to find out who it is that grants security clearances to people like Jared Kushner and others.
    https://en.wikipedia.org/wiki/Security_clearance

As one would expect, the article didn't name the people who issue security clearances, but I did learn this when I scrolled down to "Authority."

    Authority
The authority for classifying information and granting security clearances to access that information is found in executive orders (EOs) and US Federal law. USA's National Security Information (NSI) has been classified under EO 13526, but since January 10, 2017 the rules were modified by James Clapper as Security Executive Agent Directive 4 in the closing days of the Obama administration.[15] Information may be classified under this Order if a classification authority determines its unauthorized release could cause damage to the national defense or foreign relations of the United States. Information concerning nuclear weapons and fissile material may be classified under the Atomic Energy Act of 1954 (AEA). These clearances are only granted by the Department of Energy. The clearance process for access to NSI or AEA information is substantially aligned. Under EO 12968, the investigative and adjudicative guidelines for NSI and AEA clearances are identical. This enables reciprocity between NSI and AEA clearances, although some exceptions exist.
USA's Executive Order 12968's standards are binding on all of the USA's government agencies that handle classified information, but it allows certain agency heads to establish Special Access Programs (SAPs) with additional, but not duplicative, investigative and adjudicative requirements. The Intelligence Community's Sensitive Compartmented Information (SCI) control systems are a family of SAPs, and SCI eligibility must be granted prior to accessing any particular control system or compartment (which may require additional investigation or adjudication). SCI eligibility policy is described in Intelligence Community Directive 704 and its implementing policy guidance [It should be noted that within the Intelligence Community, the access to SCI information is far more common than "Collateral Top Secret information," and therefore operatives will routinely include SCI in a TS product, just to ensure they do not have to meet the "cradle-to-grave" accountability requirements of Collateral TS information.] Any additional clearance measures used by SAPs must be approved by the Office of Management and Budget, which has generally limited such measures to polygraphs, exclusion of persons with non-US immediate family members, requiring more frequent reinvestigations, and requiring annual updates to security questionnaires."

Note the name James Clapper, who as Director of National Intelligence in charge of all 17 secret police agencies, had testified before Congress that the NSA did not collect intelligence on a single US citizen, and then note what Edward Snowden said in this Wikipedia article on Clapper, below:

"When Edward Snowden was asked during a January 26, 2014, television interview in Moscow on what the decisive moment was or what caused him to whistle-blow, he replied: “Sort of the breaking point was seeing the director of national intelligence, James Clapper, directly lie under oath to Congress. ... Seeing that really meant for me there was no going back.”[46]
    Responses[edit]
On June 5, 2013, The Guardian published the first of the global surveillance documents leaked by Edward Snowden, including a top secret court order showing that the NSA had collected phone records from over 120 million Verizon subscribers.[47]"
    https://en.wikipedia.org/wiki/James_Clapper

So, effectively, what I have learned is that deep state apparatchiki vet people for security clearances here in the Fourth Reich, just as one would suppose that deep state apparatchiki vetted people for security clearances in the Third Reich or in Stalin's Russia.

Again, note that James Clapper lied to Congress in 2013 and was involved in vetting security applications in 2017.

The Deep State wolves guarding the sheep pen?

The Trumpist paranoids need to ask themselves why the Trump Justice Department, the Republican-run Senate, and the Republican-run House, all blatant examples of the Shallow State, are not addressing their concern about this retired public servant who had served the nation as an Air Force lieutenant general and as director of National Intelligence, unanimously confirmed as such by the aforementioned Shallow State Senate. Not even the most virulent Trump Bum kisser in any of those august assemblages regards Clapper as a worthy target? Not even regarding his complicity in attempting to cover up the absence of weapons of mass destruction, the primary pretext for the disastrous Bush Iraq fiasco?

Nunes wants Clapper, and Brennan dragged back before committee. Committee thinks Clapper lied under oath at previous hearings. "Phase 2"

Gowdy is even saying it's inevitable. Going back to Clapper, apparently the only guy in the DC IC who was unaware of the dossier? Bumpo brought up WMD's in Iraq. After getting burned by "reliable sources" like Steele back then, Clapper & Co. just shrugged it off and jumped back into the fire. Clapper only hears what Clapper wants to hear, and he's read to embellish upon any reasonable facsimile. Rice, rounding out the 3 stooges, Clapper, Brennan, and Susie all deserve a trip to the Gitmo day spa.

Treys OK. Congress is toothless without a no nonsence AG. Chaffetz stepped down over those same frustrations. Congress needs to empower themselves through prosecutorial legislation. Just the independent ability to appoint SC would work.

Exactly! How does Clapper lie to congress and get away with it? The same way Clinton lies to congress and gets away with it. The Obama admin conveniently refused to take up enforcement of our laws.

One thing that should concern us here, although it hasn't happened yet, under Obama, the current IG (Michael E. Horowitz) did decide that enforcing Holder's Contempt of Congress wasn't worthy of trouble. We will have to carefully watch the IG too.

Michael E. Horowitz was sworn in as the Inspector General of the Department of Justice (DOJ) on April 16, 2012, following his confirmation by the U.S. Senate. Let's keep an eye on this guy in the future.

If expressing such a wish is the prime example of a Trump toady paying lip service to taking on the heinous "deep state" that the paranoids frighten themselves with, it should define the reality for them.

The various desperate diversions occasioned by the not a "hoax!", not a "witch hunt!", not "fake news!", very much a "somethingburger!" Trump Justice Department Special Counsel's investigation, as it makes impressive progress and indictments and confessions accrue, is only the latest variation on their nutty "birther" nonsense.

The entire Republican power structure's reaction to the predations of an ominous "deep state" is that a Trump collaborator mentions a whim to hear from a couple of retired guys again?

    Ooooo.

Regardless of your preference, congress has the ability to empower themselves. Eric Holder is a perfect example of why they should. 3 equal branches ring a bell? Congressional oversight investigations subsequent criminal referals should cary the same weight as FBI investigations criminal referals. A grand jury should hear the evidence without any DOJ hesitation. Partisanship inside committee hasn't any more influence on a grand jury than partisanship inside the FBI does. Checks and balances. Clapper lied. No real question about it. Intentional, or inadvertent as Susan Rice would claim, is the distinction. Diversion? Has it stolen Muellers attentions?

Lots of buzz words there preceded by "effectively". What exactly did you learn from reading this Wiki report on security clearances?

If you believe that he may have lied under oath, you should be asking the Republican-run Congress and the Republican-run Executive branch, both of whom have the power and prerogative to pursue Clapper and prescribe punishment, if they, as institutions of the "Shallow State", deem your suspicion credible.

You cherry-picked a sentence out of my post to continue your irrational argument which is quickly being destroyed in election after election since 2010. The second sentence I wrote explained congress went after Holder through Obama's IG and was nixed. That's all they can do.

What do you think the American people hear and read? Lies to congress, Holder's Contempt of Congress, etc, etc. The elections SINCE 2010 should be an indicator to you of what the people think. Dems have been LOSING!

It's a curious time to be suggesting Congress be given such powers when the hyper-partisan actions of Repub members of the House intel committee put on full display the very reason they shouldn't.

He's an oversight committee chairman fulfilling his Constitutional obligations. Vote harder in 2018 mid-terms.

Did you forget that he recused himself because of the stunt he pulled regarding the "unmasking debacle" that got him in front of the Ethics Committee?

Did you forget the "Worse than Watergate" Memo that was so poorly written that the very document undermined itself?

Did you forget that he HASN'T really recused himself (he simply put sand in the gears of his own committee) or that he was a member of the Trump transition team?

Republicans control both houses of Congress as well as the executive branch of government, and have it in their power to "go after" Mr Clapper and to take on the alleged "deep state" with all the due diligence that the Trump Justice Department has directed at an actual threat to national security by the Justice Department's appointment of a Special Counsel.

If diehard Trumpers are upset by their suspicions not being addressed and attention diverted from Mueller's progress, who but the Republican-controlled House, the Republican-controlled Senate, and the Republican-controlled executive do they expect to be addressing them?

If you need to believe that the Republican-controlled Congress and Republican-controlled executive are impotent in confronting your "deep state" boogie man, then that must be how it is for you.

Meanwhile, the Trump Justice Department's appointed Special Counsel is making impressive progress in the realm of reality.

I haven't forgotten he couldn't be forced, nor was he obligated to recuse in the 1st place. Schill made allegations, and that triggered the prescribed mechanism to affect recusal, or ven removal if warranted. The ethics committee investigated and found no cause for either to take place. Checks and balances. I'm sure the ethics committee is partisan too, because repeated defeats in congregational races tends result in one holding the minority opinion across the board. Victimhood ... gotta love it.

I'll buy the part about "Special Counsel making impressive progress," Mueller is creating more Trump supporters and dems will fall further from power levels NOT SEEN SINCE 1929. Does THAT mean anything AT ALL to you?

No ones stealing Muellers attentions away from his task. Congress is fulfilling it's Constitutional oversight obligations. Both Houses are controlled by the citizens of the United States who duly elected their representation. Please stop undermining our democracy with your divisive foreign propaganda.
