I really love dogs and disapprove the way they're considered in islamic countries, but in the same time I understand, a pack of stray dogs can be extremly dangerous when they're starved. It's still very sad.
In Islamic religion and culture, dogs are viewed as dirty animals and held in low regard. Kind of like how pigs/hogs were traditionally viewed in Europe/America, but even worse than that. To call someone a "dog" in that culture is an insult. By the way, that video looks like something out of a concentration camp, if there was a dog version instead of human.
