Why not just turn Tristan de Cuhna into an open prison...ship all the malcontents onto the island and airdrop supplies to them and let them get on with it. They can do what they like then and nobdy has to clean up the mess after them. No need to guard them coz their ain't nothing for thousands of miles in any direction except rather cold water and seagulls. Win and a place.
