So, far from lifting sanctions, it is extending the current set of conditions that have been in place for over 2 years. No great drama, no great conspiracy. Anyone wondering why Trump supporting media haven't been running with this now knows why - even the admitted liars at Fox know it isn't a story. Still time for a few of the more fanatical fringes to get in on the non-story I guess, but so far even they aren't touching it.

To be fair, the OP document isn't fake, the key point is that this is the continuation of a licence rather than something new. It isn't General Licence 81, it's 8I. It was preceded by 8H and will likely be succeeded by 8J, being extended every six months. The fact the latest extension ends in November is just a coincidence.

So the OP interpretation was certainly misleading (or misled), just not quite for the reason you suspected.
