MOSCOW, March 8 — RIA Novosti. President Vladimir Putin signed a decree on special measures in the field of foreign economic activity to ensure Russia's security.
The head of state instructed by the end of the year to establish a ban on the export outside the country and the import of certain products and raw materials, the list of which will be determined by the government.
"In order to ensure the safety and smooth functioning of industry, I resolve ... To ensure until December 31, 2022, the application of the following special economic measures," the report says.

According to the decree, the restrictions will not affect goods and raw materials that Russians, foreigners or stateless persons will import or export from the country for personal use.

All this decree states is that government decided strategic interests, like natural gas and oil, will not be exported unless its on the approved list. That approved list would by any foreign country that Moscow has friendly relations with whether sanctions are in place in that foreign country or not.
