Ukrainian Digital Transformation Minister Mykhailo Fedorov stated on March 3 that the Ukrainian defense innovation platform Brave1 has funded 173 grants totaling over $3 million to Ukrainian technology developers working on robotic platforms and drone developments.[56] Ukrainian Prime Minister Denys Shmyhal announced on March 4 that the Ukrainian government has allocated 40 billion hryvnia ($1 billion) for the purchase of drones to support Ukraine’s goal of producing one million drones in 2024.[57] Shmyhal noted that Ukraine intends to spend 50 percent of funds on the domestic purchase of weapons, specifically focusing on electronic warfare (EW) systems.[58] Shmyhal additionally stated that Ukraine has concluded five agreements with Western arms manufacturers on the joint production of weapons and intends to pursue “dozens” of such contracts throughout the year.[59]

    Argentina reportedly transferred two Mi-171E helicopters to Ukraine. The Financial Times (FT) reported on March 1 that Argentinian president Javier Milei donated “two Russian-built military helicopters” to Ukraine.[60] Argentina first considered transferring the helicopters, specified as Mi-171E helicopters, to Ukraine in mid-December 2023.[61] Milei plans to organize a summit on “Latin America support” for Ukraine in 2024.[62]

    Ukraine’s European partners continue efforts to provide Ukraine with military support. Czech Director General for Defense Policy and Strategy told Bloomberg on March 1 that the Czech Republic’s initiative to source weapons for Ukraine from outside the EU could send the first batch of artillery shells acquired through the initiative to Ukraine “within weeks.”[63] French Defense Minister Sebastien Lecornu stated on February 29 that France has ordered 100 loitering munitions for Ukraine from the Delair drone manufacturer.[64] The French Armed Forces Ministry also reported on March 4 that France has delivered over 2.6 billion euros ($2.8 billion) in military aid to Ukraine and trained over 10,000 Ukrainian soldiers between February 24, 2022 and December 31, 2023.[65] Belgium is also reportedly prepared to use 1.7 billion euros ($1.8 billion) in frozen Russian assets to finance Ukraine’s defensive needs.[66] . . . . .

    Getting Russia out of the Ukraine is critical for world peace.
    It will also lead to immediate economic expansion for the entire region.

    The benefits for the EU
    A larger EU with Ukraine in it would certainly be good for Kyiv. But what does the EU gain from this enlargement? According to Bruegel, the integration of Ukrainian workers into the EU labor markets would reduce the dramatic labor shortage in the Union. In addition, the accession would improve the EU’s energy security and could reduce energy costs. Looking at it from a regional perspective, Ukraine’s presence in the Union would stabilize the EU’s eastern neighborhood and increase the EU’s military and security capabilities.”

    A failure to get the needed weapons and ammunition to Ukraines military ASAP will lead directly to another world war.
    Western leaders will have to stop sitting on their thumbs or be prepared to pay dearly for their passivity.

The Russian Ministry of Defense (MoD) is in the process of depriving the Northern Fleet of its status as an “interservice strategic territorial organization” (a joint headquarters in Western military parlance) to restore the Moscow and Leningrad Military Districts (MMD and LMD), and Moiseev may have been appointed as Commander-in-Chief of the Russian Navy to retain a high-ranking command role.[13] . . . .

    Ukrainian military observer Kostyantyn Mashovets stated that the Russian military command is aiming to create a “strategic reserve” for offensive operations in spring–summer 2024 but is not planning to equip these newly formed units and formations with the doctrinally required quantities of weapons and equipment due to current Russian DIB production constraints.[1] Mashovets stated that the Russian military command only plans to equip the 27th Motorized Rifle Division — which Russia is reportedly in the process of standing up on the basis of the Central Military District’s existing 21st Motorized Rifle Brigade — with up to 87 percent of its doctrinally required amounts of weapons and equipment by the second and fourth quarters of 2024 and implied that the Russian military command has a similar goal for other new formations and units. Mashovets assessed that it is unlikely that Russian forces will be able to meet this equipment goal by the fourth quarter of 2024 given that many Russian regiments, brigades, and divisions currently operating in Ukraine only have about 30 percent of the doctrinally required amounts of weapons and equipment. Several Western and Ukrainian military officials and analysts noted that Russia’s reported tank production numbers largely reflect restored and modern tanks drawn from storage rather than new production.[2] . . . .

    French Foreign Minister Stéphane Séjourné announced on March 9 during a meeting with Baltic and Ukrainian officials that Ukraine could use foreign troops for operations such as demining or similar efforts and that Western personnel in Ukraine would not necessarily fight.[43] Séjourné emphasized that “it is not for Russia to tell us how we [the West] should help Ukraine in the coming months or years,” noting that Russia should not be able to control how the West responds to Russia by setting arbitrary “red lines.” Polish Foreign Minister Radosław Sikorski similarly stated on March 8 that the “presence of NATO forces in Ukraine is not unthinkable.”[44] Séjourné reiterated on March 11 that France seeks to “send strong signals” to Russia and speak to the Kremlin in the “language of balance of power.”[45] . . . .

    Ukraine’s European allies continue efforts to shift aspects of DIB production to Ukrainian territory to support Ukraine’s DIB domestically. French Defense Minister Sébastien Lecornu announced on March 8 that three unnamed French companies will establish factories for the joint production of drone, vehicle parts, and potentially ammunition in Ukraine.[91] Lecornu noted that France and Ukraine aim to launch the first of these production facilities in Summer 2024.[92] Czech industrial-technology holding group Czechoslovak Group (CSG) is negotiating with various Ukrainian state-owned companies to transfer some part of joint munition and heavy equipment manufacturing to Ukraine by 2027.[93] CSG owner Michal Strnad stated that the Czech-Ukrainian model should follow the analogue of German arms concern Rheinmetall’s joint venture with Ukrainian state-owned DIB conglomerate Ukroboronprom, which operates exclusively within Ukraine and provides for the maintenance, assembly, and production of military vehicles.[94] . . . .

    Also Tuesday, soldiers who Kyiv officials say are Russian volunteers fighting for Ukraine reported to have crossed the border into Russia, as they have several times during the war. Russia said it had beaten back attempted incursions, but it wasn’t possible to verify either side’s claims and the reports of border fighting were murky.

    Alleged incursions reported occasionally during the war are the subject of claims and counterclaims, as well as disinformation and propaganda.
